i'm a week late but pheem *did* present the fentanyl case to than as seeking justice, his whole speech to than to get him working with him after his shop was smashed was about how dangerous the drugs were and how many people would get hurt and how he needed than to help him to stop chet from dealing drugs. also, than saw the red dot on pheem's forehead; that's how he knew to duck.
