While I can't make an official judgment call on that for licensing reasons (among other things), I can say that if an individual GM wanted to do that, I would be very happy if a) it worked out well and b) they told me about it. :)

Yes, it's supposed to be a cantrip. I can't believe that we missed that one with all the editing passes we did, but yes, it's supposed to be a cantrip.

Is phantasmal talons supposed to be a 1st level spell? I've never seen a 1st level spell scale with character level before. Is it supposed to be a cantrip?

I don't disagree at all - that language in the spells is just kind of a nod to the occasional monk (or other unarmed strike-based class) multiclass. I figured if the spells were designed to augment your unarmed strike, if that alone was more damaging, you might as well get the bonus. But yeah, a high-level cleric, unless they have a belt of giant strength or something, is not going to punch very hard at all.

Not gonna lie. . . I laughed at Godstrike doing your unarmed strike damage +24d6. Because the unarmed strike damage of a 17th+ level Cleric is pretty comically insignificant compared to the spell's damage.
